Mr. Victor Tsague
(Executive Director),

Victor Tsague is a former airplane inspector. After graduation from Aviation school (Vilgenis) in Paris 1987 as airplane maintenance engineer, he has distinguished himself in the field in numerous ways. After completing several certifications and licenses, Mr. Tsague was promoted to become an airplane maintenance inspector in 1992.

Beside general maintenance knowledge required to perform the duties of an airplane inspector, Mr. Tsague had earned licenses to perform special duties such as:
 -Borescopic Inspection license with Pratt & Whitney Connecticut for jet engines (JT8, JT9, CFM56),
-A.D.E.P.T. (airplane data engine performance trending) with SNECMA France
-Ground performance test with Boeing Seattle for B737-200, B737-300, B727-200, and B767-200.

After 13 years in aviation, Mr. Tsague left and opened his Carpet Business and went back to school part time. In 2008, Mr. Tsague earned a degree in limited scope radiology (X-Ray).

Dr. Dexter Shurney. Treasurer
Dr. Dexter Shurney, MD, MBA, MPH, is the Medical Director for the Employee Health and Care Plan for Vanderbilt University and Medical Center. Dr. Shurney has an extensive background in health care management and consulting.

He has distinguished himself as a leader in his profession in numerous ways. In 2007, he was named to Chair Tennessee Gov. Phil Bredesen’s Diabetes Prevention and Health Improvement Board. He serves on the board of the American College of Medical Quality and represents ACMQ as the organization’s delegate to the American Medical Association.

Previous positions that Dr. Shurney has held include chief medical officer for the disease management and wellness company, Healthways, Health Policy Strategist in the department of Global Government Affairs for the biotechnology company Amgen Inc., chief medical officer and vice president of medical affairs for Blue Cross Blue Shield of Michigan, and editor of the Journal of Managed Care Physicians

He is a long-standing member of the International Federation of Health Funds (IFHF). In addition to being an active participant in that organization’s Medical Advisory Panel, he had the privilege of representing the United States as a session speaker for the Biannual IFHF meeting in Cairns, Australia. His international experience also includes consulting to the Philippine government and assisting in the implementation of quality and efficiency measures for an 18-hospital system in Lalawigan Ng Isabela Province for Gov. Benjamin G. Dy.

Dr. Shurney is board-certified in general preventive medicine and public health.

 

Mrs. Maria Butler  Secretaty
Maria H Butler is a 1970 garduate of LeMoyne-Owen college in Memphis, TN with a BS in elementary education and minor in history. She has completed more than 30 hours of graduate studies in special education at Tennessee State University in nasville.

Maria was also a participant in the JFK – Teacher Corp. she began her teaching career with a team of 5 other dedicated and enthusiastic TC volunteers and a team leader in Menphis. Upon completion of her two years commitment to the Menphis City schools, Maria accepted employment at Farher Bertrands as a 3rd grade teacher. She resigned from that position and move with her family to Nashville , TN.

October 1st 1975 Maria took a teaching position with the state of Tennessee at the Tennessee Prison for Women (TPW). While at TPW Maria was promoted to Principal at McCall School in 1976, and Associate warden of treatment in 1981. Returning to her first passion in 1984, she transferred to the then Tennessee State Penitentiary (TSP). With the upcoming closing of TSP in 1988, Maria transferred to Riverbend Maximum Security Institution (RMSI), where she works to date. Yet 1997 brought a change for her. Due to cutbacks and a reduction in force, the RMSI educational staff had to let go several employees and Maria was one. She continued with the state working in Vocational Rehabilitation as a counselor. Maria however returned to RMSI in 2000. She is still employed there today.

Maria is active in her church and her community.
